Dr. Tulio Kahn is currently researcher at Fundação Espaço Democrático and researcher at IPEA - Instituto de Pesquisas Econômicas Aplicadas. He was Director of the Planning and Analysis Department at Sao Paulo State Police from 2003 to 2011. Before joining the state police in 2003, he was Director of the National Department of Public Security at the Federal Administration (2002) and Research Coordinator from ILANUD, a UN office in Sao Paulo (1999-2001). Professor Kahn is also a Research Affiliate of the National Forum of Public Security and member of the Instituto Sou da Paz and Instituto de Pesquisas Tecnológicas (IPT) council. He has held visiting research posts at the University of Michigan Ann Arbor (Latin America and Caribean Studies), UCSD (Cilas), and Oxford (Center for Brazilian Studies, St. Anthonys College). He has published extensively and has wide research experience and also worked as consultant for the World Bank, UNPD and IDB. Dr. Kahn received his BA. in Social Science from Pontifical Catholic University of Sao Paulo in 1988, his MSc. Degrees in Political Science from the University of Sao Paulo in 1992, and his Ph.D. Political Science from University of Sao Paulo in 1998. He spent the trinity term of 2003 as Visiting Research Fellow at the Centre for Brazilian Studies, University of Oxford. He is an active member of the Human Rights movement in Brazil and integrates the scientific committee of the Sao Paulo State Foundation for the Research Support (FAPESP). The recent research agenda of Dr. Kahn has focused on the connections between criminality and business cycles.
